The United States government along with most others in the world have very strange and sometimes hard to follow work practices.
They also have logic that most definitely follows a similar path, so much so that the majority of people can’t figure out or follow why they do the things in the manner that they do.

We must keep spending! This keeps certain elements of the economy moving.
This must not be mistaken for accruing personnel debt through such things as Loans and Credit Cards.
But governments are also very aware that if we have no money, we can’t spend. And, if we don’t spend, then people are out of work and more people are unemployed and the current global recession could deepen causing worse issues.
The governments cannot keep paying for ten percent of our population to be out of work for much longer or on an on-going basis, so as you would expect they are getting desperate and are looking to find ways for us to get our hands on money and then just as quickly spend it.
Government grants for individuals are widely available online and all you have to do to be eligible is apply.
There are loans to buy an energy-friendly car, a new water heater or insulated windows, or even solar panels to provide renewable energy for your home or work place.
There are also grants that will help you through school or to start up a new career or business.
Remember, that with all government grants, you have to be a citizen (or at least a legal alien)of the particular country you are planning to apply to, you will likely need to be 18 years old.
And the best part is,
They never have to be paid back!
